'Le Cafe des Anges', rue de la Roquette, 11th near metro Voltaire and not far from Bastille is great, ditto 'La Fee Verte' a block up the road - both good for food and to hang out with locals.
If Oberkampf can't be avoided ... definitely La Mercerie (98 rue Oberkampf, 01 43 38 81 30) across from Cafe Charbon - it is usually crowded, but you can always manage to find a table somehow.
Rhubarb (18, rue La Place 75005) is definitely anglophone and quite studenty ... the american accent on the bartender with the deep voice will cut through you like a knife. Wednesday nights are happy hour all night, which I think is a nice touch. There is also Le Piano Vache (http://www.lepianovache.com/ 8, rue Laplace 75005) a couple doors down which plays awesome music, but the drinks aren't as strong. At the end of the night everyone from all the surrounding bars goes to La Violon Dingue (http://violondingue.free.fr/ 46, Rue Montagne Sainte Geneviève). Make sure to go downstairs and ALL THE WAY to the back however.
